Canada’s Alberta Securities Commission (ASC) has issued an investor alert regarding Meta Whale, warning of serious indicators of securities fraud.

In its official warning dated January 27, 2026, the ASC stated that Meta Whale, along with its affiliated exchange W-DEX, is not registered to trade in or provide advice on securities or derivatives in Alberta. The regulator explicitly advises investors to avoid dealing with unregistered entities, as no investor protection exists in such cases.

The ASC identified the following domains as being associated with Meta Whale:

  • meta-whale.com
  • metawhale.net
  • w-dex.ai

According to publicly available information, Meta Whale is operated by Vladimir Okhotnikov, also known as “Lado,” a figure long associated with international MLM Ponzi schemes. Meta Whale represents at least the eighth rebranding of his earlier scheme, Forsage, which operated for years using a similar model.

Okhotnikov was criminally charged in the United States in early 2023, while the U.S. Securities and Exchange Commission (SEC) filed parallel civil fraud charges. He subsequently evaded U.S. authorities. In March 2024, following a criminal investigation conducted in Georgia, Okhotnikov was convicted in absentia and sentenced to ten years in prison.

By that time, Okhotnikov had fled Georgia and is believed to be residing in Dubai, where he reportedly remains.

Warnings related to Meta Whale are not limited to Canada. Similar investor alerts have been issued by regulators in Slovenia and Quebec, and in December 2025, Vietnamese authorities arrested local promoters of Meta Whale, further underscoring the scheme’s international scope and severity.
